It may be true.
If people feel that the person they are meeting is not important,
if they are disinterested, or if they just simply dislike the person they are supposed to meet,
they will not make an effort to come on time.
They will either be deliberately late or not show up at all. They won't bother to waste time doing an activity that they despise. For example, being forced to go on a blind date knowing that the other person is a first-class despicable being.
