What's the difference between the payment for physical work and that for mental work?

Based only on what I know and what I've observed the payment differences between physical and mental work is the amount equivalent to the extent of their jobs.
Those whose jobs involve physical labor such as skilled workers are not given as much importance as those who do mental work.
It may sound unfair but it's happening in reality.
Now for instance construction workers have to carry heavy loads and work even on weekends sometimes but only to earn minimum wage or even below that while office workers sit comfortably in their air-conditioned workplaces and get above minimum wage salary.
