I have no doubt that this should be the responsibility of the government since they have the budget and the authority to get things done relying on individuals or the private sector to undertake.
This is not a realistic proposition since conservation is very expensive and is usually a large-scale project just like here in my country the old temples and palaces are preserved by the government because it generates employment and Revenue.
