Well, I think they can do it by maintaining proper hygiene around old people mainly because old people are more vulnerable to diseases and good hygiene decreases the spread of the virus wage, for example, during an epidemic the local government advises the public to be more careful around old people by wearing masks or keeping themselves clean.
What's more practical facilities are on standby for old people since they are the top priority in times like that.
