Based on my observation.
I believe it does since my neighborhood is known to be very considerate to elders and people care so much about their safety.
I remember one time when there was a severe air pollution problem and people started coughing around my town the local government asked everyone to wear masks and old people were given free suplee moreover others checked off old people to know how they feel and what they could do to help or sadly.
I don't I mean people in my area are not that rude but they're too busy to notice or even consider that kind of help generally speaking.
My neighborhood is filled with career people who are always on the go or when they're not working.
They spend their time indoors away from others home.
So helping others or even old people as the last thing in their minds
